Presentation of digital tool “PlanVET” in Kosova

Today, the ALLED2 project funded by the European Union Office in Kosovo and co-financed by the Austrian Development Agency presented the digital platform “PlanVet” in Kosovo.
The ALLED2 project as one of its main activities has the support of improving the Financial Planning (funding formula) for VET schools, including proposing a funding formula based on profile or student expenses.


The specific objective of this proposal is to support MESTI – VET Department in the process of improving financial planning (funding formula) for VET schools including the creation of a funding formula for the cost of training for a profile or candidate. Supporting good governance, this document proposes a model funding formula to serve as a proposal for MESTI and the Government of Kosovo, regarding the planning and preparation of an appropriate and sufficient budget for the VET system, to provided quality education. Furthermore, the document proposes relevant guidelines for implementing the proposed funding formula.


Minister of Education, Science, Technology and Innovation, Ms. Arbërie Nagavci on this occasion said that the launch of this platform is of particular importance, not only for the system of Vocational Education and Training (VET), but also for the entire system of Pre-University Education.
Nagavci stressed that the VET system plays a crucial role in the social and economic development of a country, as it is the key to technological progress, rapid industrialization, wealth creation and poverty reduction.
Minister Nagavci assessed that one of the supporting projects to solve this problem through the development of a financial formula for financing vocational schools is the ALLED2 project funded by the EU and co-financed by the ADA.


On the other hand, Mr. Ilir Kapiti, Deputy Minister of Finance, Labor and Transfers said that this Ministry is in constant cooperation with the Ministry of Education to postpone the processes related to funding for the advancement of education and vocational training.


During today’s online presentation with over 200 participants, the Deputy Head of the Cooperation Department at the EU Office in Kosovo Hillen Francke thanked the Ministries of Education, Science, Technology and Innovation and the Ministry of Finance, Labor and Transfers for their commitment and all those present for their high interest and cooperation that confirms the importance of VET education in Kosovo and its further development.
“ALLED2 is a major investment of the EU in order to help Kosovo improve its education system and harmonize it with the needs of the labor market. The platform presented today will help all VET schools in Kosovo to plan and prepare more accurately their financial and budget planning. ”
The purpose of ALLED2 is to strengthen the quality and importance of education and training programs for the labor market and to support the adaptation of the legislative framework and mechanisms as a precondition for increasing employability.


Ms. Sandra Horina, head of the Austrian Development Office in Kosovo said that the Government of Austria is here to help effectively implement this project, which aims to increase the quality of education.


Mrs. Efka Heder, ALLED2 project team leader thanked all relevant institutions that helped develop this platform through their ongoing engagement during all workshops organized for several months in drafting and finalizing the study “VET Financing in Kosovo – Proposal for Improvement ”as well as for their contribution to the enrichment of the Digital Platform“ Plan VET ”through their continuous comments and suggestions.


Also, the Coordinator for Cooperation between VET and Private Sector in the ALLED2 project, Mr. Agon Dula, stressed the importance of the proposed financial formula, explaining all the constituent components of this formula which serves for financial planning of VET schools based on the specific needs of each institution.


Dr. Edmond Hajrizi, founder and rector of the University of Business and Technology (UBT) has presented the digital financial planning platform of VET “PlanVET”. The expert engaged by ALLED2 explained in detail that this platform helps all VET schools to calculate, plan and prepare financial and budgetary planning for their institutions.
