Mr. Artan Xërxa is a Senior Project Manager with extensive expertise in Private Sector Development, Finance, and Monitoring and Evaluation. He brings over 24 years of professional experience gained in Kosovo, Luxembourg, and various countries in sub-Saharan Africa and Central Asia.
In addition to his diverse professional background, Mr. Xërxa lived and worked in Belgium and Luxembourg for 15 years. He is fluent in English, French, and Luxembourgish, with an advanced proficiency in German. He also holds a dual citizenship, Kosovar and Luxembourgish.
Known for his proactive approach and positive attitude, he excels at empowering his colleagues to collaboratively achieve expected objectives and results.
Skender Boshtrakaj is a seasoned director with extensive experience in managing complex multicultural projects and strategic planning. He graduated from Prishtina University with a degree in Fine Arts and holds a master’s degree in Design and Lighting. He has a strong background in organizational development, having specialized in cultural diplomacy and European cooperation at the Clingendael Institute in The Hague and human resource management at Bundesakademie in Berlin.
Since 2000, Skender has been deeply involved in EU integration-related processes, focusing on the internal market, intellectual property, and the free movement of cultural goods. He has played a pivotal role in institution-building in Kosovo, establishing key departments and offices such as the Department of Youth, the Office for European Integration, and the Office for Copyrights and Related Rights, and in building the system for collective management of those rights. He also directed the Kosovo National Museum and contributed to various national projects and policies, including youth employment and empowerment initiatives, IPA Programming, and cultural heritage management.
A practicing artist and curator, Skender has successfully led numerous youth development, education, and cultural programs. He is active in youth and cultural organizations, serving on the boards of the EtnoFest, Balkan Museum Network and Cities of Peace. In 2016, he was awarded the “Haxhi Leti” Prize for promoting access and equality for the blind and visually impaired.
Blerim Haliti joined ALLED2 Project in 2023 in the position of Coordinator for VET and Private Sector Cooperation.
Blerimi started his career as a teacher, following MEST, Ministry of Labor and Social Welfare, to continue in Projects financed by IPA and bilateral projects. During the period of about 30 years of his engagement in the education sector, he has contributed to the component of standardized external assessment of students, national strategies for education, the development of the legal framework with special emphasis on the Law on National Qualifications, the development of the National Qualifications Framework, establishment of the National Qualifications Authority, coordination and operationalization of the Competence Center in Ferizaj, quality assurance and development of qualification packages (occupational standards, core curriculum, teaching and learning materials), dual learning and strengthening of cooperation with the sector private, monitoring the implementation of the V level qualification for “Assistant for children/students with special educational needs”, including the coordination and supervision of the implementation of the RPL (Recognition of Prior Learning) for the V level qualification. During this period, he cooperated with the relevant authorities of line ministries, social partners, donors, development partners, as well as international organizations such as: ILO, ETF, PEM, SES (Service of Senior Experts), Chamber of Crafts – Dortmund, Otto Bock, PEARSON, etc.
Agon Jusufi has recently joined ALLED2 as the Coordinator for Higher Education and Quality Assurance. In this role, he is responsible for leading and overseeing activities that strengthen the connections between Higher Education, Vocational Education and Training (VET), and labor market needs.
Agon ensures that quality assurance procedures within Vocational Education and Training Institutions (VETIs) are effectively developed and implemented. He also supports post-accreditation monitoring processes for both the National Qualification Authority (NQA) and the Kosovo Accreditation Agency (KAA), ensuring that resources are used efficiently and targets are met to align with labor market demands and educational standards. Additionally, Agon plays a key role in supporting the creation and implementation of high-quality qualifications based on National Qualification Framework (NQF) criteria.
With over twenty years of experience being an active part of a cycle starting from identifying existing occupations in the country, selecting those with upside potential, followed by development of occupational standards, curricula, accreditation of training providers, quality assurance and up to certification.
Agon holds a Master’s degree in Public Policy and Management with focus on Dual Education in VET. His expertise and commitment have made him an indispensable participant in numerous national and regional forums, where he has contributed to the drafting of strategic documents for Education and Vocational Training. Agon remains dedicated to fostering positive advancements in workforce development in Kosovo.
Arsim Maloku began working with the ALLED2 Project in 2023, assuming the role of Finance and Administrative Officer. In this capacity, he oversees budget monitoring and expenditures, and contributes to both initial budget planning and subsequent revisions. Arsim has accumulated extensive experience in project implementation through collaborations with various international organizations at local and regional levels. His roles have encompassed all aspects of project cycle management, monitoring and evaluation, procurement and contract management, financial oversight, and grants management.
Arsim holds a degree in English Language and Literature from the University of Pristina. Prior to his current role, he has significant experience in the education sector, including positions in secondary schools and a private university college. His involvement as a trainer in education projects has focused on Vocational Education and Training (VET) Centers and the professional development of teachers in VET schools.
Dardana Rexhepi recently joined the ALLED2 team as the Administrator and Communication Officer. Her role includes developing and implementing communication strategies, acting as the primary liaison between the media and the ALLED2 project. She is responsible for producing content for social media, organizing and managing events, establishing and maintaining media relationships to enhance visibility, monitoring media trends and crafting appropriate responses. In addition to communication duties, she is also responsible for administrative matters in the project.
Dardana holds a bachelor’s degree in English Language and Literature and has extensive experience in teaching English language. She has also worked for approximately 16 years in administration at the Slovenian Embassy, gaining valuable diplomatic experience.
Burim Pllana recently joined ALLED2 team as a Logistics Officer and is generally responsible for delivering the project’s supply needs/requirements, including procurement and all other program’s supplies and services.
Burim brings a plentiful experience in the field of logistics from international organizations and the local private sector.
Burim holds a bachelor’s degree in Business Management and is currently in the process of completing a Master’s degree in the same field of study.
